REQUEST FOR PROPOSALS (RFP) ASSESSING SERVICES CITY OF BRONSON
The City of Bronson is seeking proposals (RFP) from qualified individuals, contractors, firms, and units of government to provide assessing services on a part-time contractual basis.
The City of Bronson is located along U.S. highway 12 (US-12) in Branch County and lies halfway between the City of Coldwater and the City of Sturgis, about eight (8) miles north of the Indiana border. US-12, designated a Michigan Historic Heritage Route in 2004, connects to I-69, which is a north-south interstate highway, and I-94, an east-west interstate highway.
The City of Bronson provides general municipal services to a population of approximately 2,307 people in an area of 1.37 square miles. The City has 894 parcels of real property (777 residential, 89 commercial, 21 industrial, 7 agricultural) and 116 parcels of personal property (see Appendix A). The City has a 2023 SEV of $50,487,900.
As a political entity, Bronson has a City Manager/Council form of government that employs a City Manager. Council members are elected to two- or four-year terms, and choose a Mayor and Vice-Mayor from their membership. The City Manager is responsible for managing the day-to-day operations of the City and coordinating efforts to meet the goals and objectives established by the City Council. The Council receives recommendations in the governing of the City from various boards and commissions, including the Planning Commission and Downtown Development Authority.
City services include water, wastewater, storm water, parks and recreation, cemetery and police and fire protection. The city includes a Downtown Development Authority (DDA) tax capture district, as well as PA 198 IFT properties, PA 328 parcels, and Payment in Lieu of Taxes (PILOT) agreements.

Professional Consulting Services In Collaboration with City Staff to Prepare a new Master Plan and Zoning Code Update:
The City of Bronson is soliciting proposals from qualified, multi-disciplinary professionals in the fields of urban planning, economic and community development, architecture, traffic and civil engineering, or related fields, to assist in the preparation of a new Comprehensive Master Plan and Zoning Code update.
The City of Bronson last updated its Master Plan in 2007 and its Zoning Code in 2001. Since then, the city has adopted the 2022-2026 Community Parks and Recreation Plan, a Downtown Development Authority Development and Tax Increment Financing Plan (2016), and a six-year Capital Improvements Plan. These plans are available for reference on the City’s website: www.bronson-mi.com
The Master Plan and Zoning Code shall be developed in accordance with the Michigan Planning Enabling Act (Act 33 of 2008, as amended), as well as to the specifications of a Redevelopment Ready Communities (RRC) approved master plan, the details of which are outlined in MEDC’s Redevelopment Ready Communities Best Practices Guidebook. The Master Plan and Zoning Code must incorporate required elements of the RRC certification process.
Proposals shall demonstrate a clear understanding of the project and include a summary of the team’s qualifications and proposed deliverables. Proposals should be responsive to the items presented in the RFP, but can be enhanced where doing so benefits the project.
Eight (8) hard copies and one digital copy of the proposal are due by 10:00 a.m., Tuesday, August 15, 2023, at the City of Bronson, 141 S. Matteson St., Bronson, MI 49028, at which time the bids will be opened and read aloud in the City of Bronson Council Chambers. To assure that the respondents’ proposals arrive at the proper place, on time and to prevent opening by unauthorized individuals, submissions must be clearly identified on the outside, as follows: Comprehensive Master Plan and Zoning Code Update.
Faxed or electronic submissions will not be accepted. Once received, submissions will not be returned. Formal communication such as requests for clarification and/or details concerning the solicitation shall be submitted to:
